Cartographier la paradiplomatie arctique – Mapping Arctic Paradiplomacy

This conference has three objectives in order to weigh in the limitations and opportunities to which sub-national governments are confronted to in the Arctic region.

Communications will sketch out the jurisdictions that Arctic sub-national governments possess. This would enable the analysis to assess which powers sub-national governments have in relation to their central government.

Second, the nature of relations between national and sub-national governments can also provide an explanation as to how Arctic paradiplomacy come to fruition (or not). Shared interests (or the lack thereof) acts as a second significant variable to explain cooperation or confrontation between governments.

Finally, the place offered to sub-national governments in Arctic structures and institutions must be assessed to evaluate the participation of Arctic sub-national governments in Arctic governance. The Arctic Council, International Maritime Organization or Arctic Circle are forums of different nature with various mandates. Hence, the Arctic governance ecosystem present sub-national governments with a specific set of costs and benefits.

All in all, this conference has for main purpose to offer an updated description of Arctic paradiplomacy in light of recent political developments.
